Group Captain Mustapha A. Amin shi ne gwamnan jihar Borno na farko a Najeriya daga watan Maris ɗin shekarar 1976 zuwa Yuli shekarar 1978 a lokacin mulkin soja na Janar Olusegun Obasanjo, bayan an kafa jihar ne a lokacin da aka raba jihar Arewa maso Gabas zuwa Bauchi, Borno, da jihohi Gongola.[1][2]

Amin ya kasance Kyaftin a Rukunin Rundunar Sojojin Saman Najeriya lokacin da Majalisar Koli ta Sojoji ta naɗa shi Gwamna.[3] A wani yunƙuri na dakatar da shiga hamada, ya sanya takunkumi kan izinin yanke bishiyu kuma ya mai da yanke bishiyoyi a matsayin laifin cinna wuta don share ƙasar.[4] Ya kuma yi kira da a kafa tashar jiragen ruwa da za ta yi hidima a tafkin Chadi.[5]
