Mustapha Ismail ya kasance mai kula da jihar Kwara daga watan Disamba 1993 zuwa na Satumba 1994, sannan ya kasance mai kula da mulkin soja a jihar Adamawa tsakanin watan Satumba 1994 zuwa Agusta 1996 a lokacin mulkin soja na Janar Sani Abacha.[1]

A watan Janairun 1995 ya buɗe babban taro na 16 na Kungiyoyin Watsa Labarai na Najeriya (BON) a Yola, Jihar Adamawa, inda ya nemi wakilan da su taimaka wajen gina ƙasa da bege, alfahari, haɗin kai da zaman lafiya mai dorewa.[2]

Com. Pol Mustapha Ismail ya shiga aikin ‘yan sandan Najeriya a shekarar 1973 kuma ya kai matsayin kwamishinan ‘yan sanda. A watan Disamba 1993, gwamnatin mulkin soja ta Janar Sani Abacha ta naɗa shi gwamnan jihar Kwara. A matsayin Gwamna, Com. Pol Mustapha Ismail ya maida hankali wajen inganta ababen more rayuwa a jihar Kwara. Ya gyara madatsar ruwa ta Duku-Lake a ƙaramar hukumar Edu, dam din ya ruguje a shekarar 1989, dam din yana iya bar ruwan noman shinkafa sama da hekta 3,000, kuma gyaran da aka yi ya kasance wani babban ci gaba ga harkar noma a jihar Kwara, ya kuma maido da yadda aka saba na samar da ruwan sha ga Ilorin tare da sayo sabbin motocin bas J-5 ga Kamfanin Sufuri na Jihar Kwara. Haka kuma gwamnatin Ismail ta yi fice wajen jajircewarta na neman ilimi. Ya kafa Jami’ar Jihar Kwara a Malete da kuma Kwalejin Kimiyya da Fasaha ta Jihar Kwara da ke birnin Ilorin, sannan ya gabatar da wasu gyare-gyare ga harkar ilimi a Jihar. [3]

Com. Pol Mustapha Ismail ya yi murabus daga mukamin gwamna a watan Agustan 1994. Daga nan ya rike mukamin shugaban mulkin soja na jihar Adamawa daga watan Agusta 1996 zuwa Agusta 1998. Dan wasa ne mai sha’awar buga wasan tennis da Golf sannan kuma memba ne a kungiyar agaji ta Red Cross ta Najeriya da kuma ‘yan sandan Najeriya.[3]
