Julia Sebutinde alkaliys ƴar ƙasar Uganda da ke zamanta na biyu a kotun duniya bayan sake zaɓenta da akayi a ranar 12 ga Nuwamba, shekarar 2020. Ita ce kuma shugabar Jami'ar Muteesa I Royal (Muteesa I Royal University) a halin yanzu jami'ar mallakar masarautar Buganda. Ta kasance alkaliya a kotun tun a watan Maris shekarar 2012. Ita ce mace ta farko a Afirka da ta zauna a kotun ICJ.[1][2] Kafin a zaɓe ta a ICJ, Sebutinde ta kasance alkaliya ta Kotun Musamman a Saliyo. An naɗa ta a wannan muƙamin a shekarar 2007.Es dura.

An haife ta a yankin Tsakiyar Uganda mahaifiyar ta ma'aikaciyar gwamnati kuma uwargida mai suna Semambo.Ta halarci Makarantar Firamare ta Lake Victoria a Entebbe a cikin ƙarnin 1960s.[3] Daga nan ta shiga makarantar sakandare ta Gayaza sannan ta koma King’s College Budo, kafin ta shiga jami’ar Makerere ta karanta fannin shari’a. Sebutinde ta kammala karatun digiri a fannin Shari'a (Bachelor of Laws) a shekarar 1977. Ta samu Diploma a fannin Shari'a daga Cibiyar Bunkasa Shari'a da ke Kampala a shekarar 1978. A cikin shekarar 1990, ta yi rajista a Jami'ar Edinburgh don karatun digirin-digirgir a fannin Shari'a (Master of Laws), ta kammala karatunta a shekarar 1991. A cikin 2009, don karrama aikinta da kuma gudummawar da take bayarwa ga adalci na ƙasa da ƙasa, Jami'ar Edinburgh ta ba ta lambar girmamawa ta zama dakta duk dai a fannin Shari'a (Doctor of Law).[4][5]

Tarihin aiki

Julia Sebutinde ta fara aiki a ma'aikatar shari'a a gwamnatin Uganda daga 1978 zuwa 1990. Bayan ta kammala karatunta a Jami'ar Edinburgh a shekarar 1991, ta yi aiki a ma'aikatar Commonwealth a Burtaniya. Daga baya ta shiga ma’aikatar shari’a a jamhuriyar Namibiya, wadda ta samu ƴancin kai a wancan lokacin. A cikin shekarar 1996, an naɗa ta alkaliya a babbar kotun Uganda.A wannan matsayi, ta jagoranci kwamitocin bincike guda uku da suka shafi ma'aikatun gwamnati kamar haka:

A Kotun Musamman a Saliyo

A cikin 2005 an nada mai shari'a Julia Sebutinde, tare da zama na biyu daga gwamnatin Uganda, zuwa Kotun Musamman a Saliyo, wanda Majalisar Dinkin Duniya ta kafa.Daga baya aka nada ta a matsayin shugabar alkali a kotun sauraron kararrakin zabe II, a wancan lokacin da ke da alhakin sauraron karar da ake yi wa tsohon dan kasar Laberiya, Charles Taylor.A wannan matsayi ta ki halartar zaman ladabtarwa a kan lauyan Taylor, lamarin da ya kai ga rashin da'a na shari'a, amma har yanzu kotun ta musamman ta Saliyo ba ta amince da hakan ba.[6][7]

A Kotun Duniya

A cikin zaɓen alkalan ICJ, na shekarar 2011.[8] Sebutinde ta kasance ɗaya daga cikin ƴan takara takwas na kujerun shari'a guda biyar a Kotun Duniya. waɗanda ƙungiyoyin ƙasa na Croatia, Denmark, da Uganda suka gabatar da su a cikin Kotun Din-din-din na Arbitration.[9] A zaɓen, ɗan takara mai nasara yana bukatar cikakken rinjayen ƙuri'un a zauren Majalisar Dinkin Duniya da kuma na Kwamitin Tsaro na Majalisar Dinkin Duniya. A ranar farko da aka kaɗa ƙuri’a an zaɓi ƴan takara huɗu amma ba a cika na biyar ba.[10][11] A lokacin da aka ɗage kaɗa ƙuri'ar, Abdul Koroma, dan takara daga Saliyo, ya samu ƙuri'u 9 daga cikin 15 na Kwamitin Sulhu, da ƙuri'u 8 da ake buƙata don zaɓen. A Majalisar Dinkin Duniya, bayan zagaye biyar na jefa ƙuri'a, Julia Sebutinde, ƴar takarar, ta samu ƙuri'u 97 daga cikin 193, da ƙuri'u 97 da ake buƙata don zaɓe.[12][13] A lokacin da aka ci gaba da kaɗa ƙuri'a a ranar 13 ga watan Disamba, shekarar 2011, Sebutinde ta samu cikakken rinjayen ƙuri'u a kwamitin sulhu da na Majalisar Dinkin Duniya, don haka aka ayyana ta a matsayin zaɓaɓɓiya kuma wadda tayi Nasara a zaɓen.[14]
