Jihar Kebbi ta kasance yankin Savanna na Sudan, buɗaɗɗen woodland mai warwatse bishiyoyi. Ya ratsa ta ne da lungunan kogin Rima da Neja, wanda a kan samu ambaliyar ruwa a kan lokaci. Akwai lokacin damina tsakanin watan Mayu da Satumba, tare da ƙarancin ruwan sama a cikin ragowar shekara. Matsakaicin ruwan sama na shekara yana kusan 800 millimetres (31 in). Matsakaicin yanayin zafi kusan 26 °C (79 °F) ne, daga 21 to 40 °C (70 to 104 °F) tsakanin watannin Afrilu da Yuni. An kuma sha ba da shawarar samar da madatsun ruwa da na ban ruwa don samar da wadataccen ruwan damina domin noma a lokacin rani.[1]

An fara aiwatar da aikin ne a shekarar 1969 a matsayin haɗin gwiwa tsakanin gwamnatin jihar da ma’aikatar noma da albarkatun ruwa ta tarayya. Matsalolin ruwan Goronyo da ke jihar Sokoto za su rage illar barnar da ambaliyar ruwa ke yi, wanda kuma zai samar da ruwa a lokacin rani.[2]

Rahoton watan Yulin shekarar 1995 ya lura cewa aikin yana "tsaye".[3] A cikin Maris 2003, yayin da yake yakin neman sake tsayawa takara a Birnin Kebbi, Shugaba Olusegun Obasanjo ya yi alkawarin kammala aikin.[4] A watan Oktoban shekarar 2006 gwamnatin tarayya da na jihar Kebbi sun rattaba hannu kan yarjejeniyar aiwatar da aikin, a kan kudi naira biliyan 15.[5] A watan Mayun 2008 Shugaba Umaru Musa 'Yar'adua ya ba da umarnin fara aiki nan take a kashi na farko na aikin, wanda kuma a yanzu aka kiyasta zai ci sama da Naira biliyan 18.5.[6] A watan Janairun 2009 Gwamnan Jihar Kebbi Sa'idu Dakingari ya ce nan ba da dadewa ba za a fara aiki.[7]

An kuma ƙaddamar da aikin gwaji a shekarar 1982 mai fadin hekta 100 a arewacin Birnin Kebbi. Wani bincike na aikin da aka fitar a shekara ta 2009 ya bayyana cewa yanayi na ci gaba da tabarbarewa a tsawon rayuwar aikin, tare da yin noman noma da ke haifar da asarar filayen noma mai albarka saboda gishiri da alkalinity. Dole ne a magance waɗannan batutuwa don cikakken aikin ya yi nasara.[8] A shekara ta 2000 Ma'aikatar Albarkatun Ruwa ta Tarayya ta ce tana shirin sake gyara aikin gwaji.[9] Binciken asusun gwamnatin tarayya na shekarar 2007 ya nuna cewa an bayar da kwangilar kusan Naira miliyan 84 a shekara ta 2002 tare da biyan kashi 25% na gaba don gyara magudanan ruwa da magudanar ruwa. Duk da haka, aikin ya zama kamar an yi watsi da shi bayan an biya kuɗin tattarawa.[10]

A watan Yulin shekarar 2008, sama da manoma 1,000 da suka yi zanga-zanga a wurin aikin sun yi kokarin murkushe Mataimakin Gwamnan Jihar Kebbi, Alhaji Ibrahim Aliyu da Sarkin Argungu, Alhaji Samaila Mera a fadar Sarkin.[11] Wani abin damuwa shi ne yadda tafki zai mamaye yankin da ake gudanar da bikin kamun kifi na Argunga, wani muhimmin hanyar samun kudin shiga daga masu yawon bude ido. Lokacin da babu wanda ya fito sai mutanen Argunga suka fara jifan sarki duk lokacin da suka gan shi. Wasu manoman dai sun damu cewa aikin zai mamaye gonakinsu, duk da cewa an ba su tabbacin za a biya su diyya tare da taimaka musu wajen tsugunar da su. Wasu kuma na zargin turjiya da tsoron abin da ba a sani ba, kuma suna da yakinin cewa aikin zai inganta aikin noma, suna masu cewa suna da yakinin cewa gwamnati na yin abin da ya dace.[2]

Rikice-rikice kan ayyukan ban ruwa da ayyukan hana ambaliyar ruwa kamar aikin polder na Zauro ba zai yuwu ba. Manoman da ke da ƙananan filayen suna son ƙarancin ambaliya yayin da manoman da ke sama ke son ƙarin. Masunta suna son ambaliyar ruwa da wuri, manoma suna son ambaliya daga baya sannan makiyaya suna son lokacin rani da wuri don su sami filayen kiwo.
