Spencer yayi karatu a Kwalejin Nautical Pangourne da kuma Jami'ar Southampton .

Ya yi aiki a matsayin ɗan majalisa a ƙarƙashin jam'iyyar Conservative na Derbyshire daga 1979 zuwa 1984, MEP na Conservative don Surrey West daga 1989 zuwa 1994, kuma a matsayin MEP na Conservative na Surrey daga 1994 zuwa 1999.[1] Ya kasance shugaban MEPs masu ra'ayin mazan jiya na Burtaniya daga 1995 zuwa 1998 kuma shine shugaban kwamitin harkokin waje na majalisar daga 1997 zuwa 1999.

Ya yanke shawarar ba zai sake tsayawa takarar Majalisar Tarayyar Turai a 1999 bayan an same shi da hotunan batsa na 'yan luwadi da taba sigari guda biyu a cikin kayansa a filin jirgin sama na Heathrow.[2] Spencer ya yarda cewa ɗan luwaɗi ne kuma ya ce matarsa ta san hakan kafin su yi aure.[2] Spencer yana da dangantaka da dan wasan batsa Cole Tucker, wanda aka nuna a cikin wani shiri na batsa da aka samu a cikin kayan Spencer.[3]
