An haifi Rahmon a watan Oktoba 1948 a jihar Ogun, kudu maso yammacin Najeriya.[4] Ya yi karatu a Egbado College da ke Ilaro, wani gari ne a jihar Ogun. Ya wuce Kwalejin Kimiyya da Fasaha ta Ibadan, inda ya sami OND a fannin injiniyan injiniya. A shekarar 1974, ya samu digirin farko na Kimiyya (B.Sc.) a fannin injiniyan sinadarai daga Jami’ar Obafemi Awolowo. Ya yi digiri na biyu a fannin injiniyan sinadarai daga Jami'ar Waterloo da kuma digirin digirgir (Ph.D.) daga jami'a guda.[5]

An naɗa shi a matsayin muƙaddashin mataimakin shugaban jami’ar Legas a watan Mayun 2012 bayan rasuwar mataimakin shugaban jami’ar mai ci a lokacin Farfesa Babatunde Adetokunbo Sofoluwe wanda ya mutu sakamakon bugun zuciya a shekarar 2012.[6][7][8] A cikin Nuwamba 2012, Rahmon aka tabbatar da matsayin mataimakin shugaban jami'a, matsayin da ya riƙe har zuwa Nuwamba 2017.[9][10][11]

Shi ɗan'uwan ƙwararru ne da dama kamar Cibiyar Injiniya ta Najeriya, Ƙungiyar Injiniyoyi ta Najeriya, Ƙungiyar Injiniyoyi ta Injiniyoyi da Injiniya wanda keda rijistar COREN.[1]
