An haifi Isa Hayatu a garin Mubi dake ƙaramar hukumar Mubi ta Arewa a jihar Adamawa.[7] Ya fara makarantar farko a shekarar 1970 a Mubi Primary School zuwa 1976 sannan ya wuce makarantar sakandare a Government Technical School Mubi a shekarar 1976 zuwa 1981. Ya samu digirin sa na farko a fannin shari'a a shekarar 1986, ya kuma yi digiri na biyu a fannin shari'a a shekarar 1991 a Jami'ar Maiduguri, sannan ya yi digirin digirgir (PhD). Inda ya sake karanta fannin Shari'a a 2005 a Jami'ar Jos.[8]

Ya fara aiki a matsayin mataimakin lakcara (assistant lecturer) a tsangayar shari'a a jami'ar Maiduguri a shekarar 1988 yana koyar da darussan administrative, constitutional, Islamic, policy and Human law, environmental law and Islamic jurisprudence courses a shekarar da aka kira shi da matsayin Bar daga nan har lokacin da ya zama farfesa a fannin shari'a a shekarar 2005.
