An haifi Osei a Najeriya.[10] Mahaifiyarta, wacce ta kasance 'yar asalin Afirka ta Yammacin Afirka, ba Ghana ba ce kuma mahaifinta, wanda kuma ya kasance dan asalin Afirka ta Yamma, yana da mahaifi dan Ghana.

Osei ta yi karatun sakandare a Kwalejin Kasa ta Ghana da ke Cape Coast. Ta ci gaba zuwa Jami'ar Ghana inda ta sami LLB a 1992 da Makarantar Shari'a ta Ghana inda ta samu kuma ta kira mashaya a 1994.[11] Ta kuma rike Jagorar Jagorancin Kasuwanci (MBL) daga Jami'ar Afirka ta Kudu, Pretoria (2006), Master of Laws, (LLM), daga Jami'ar Sarauniya, Kingston, Ontario, Canada.[12]

Osei ta kasance mataimakiyar koyarwa a Faculty of Law, Jami'ar Ghana, Legon a 1994 zuwa 1995.[13] Ta yi aiki a matsayin lauya na Kamfanin Laryea da ke Accra daga 1994 zuwa 1997, sannan ta zama Babban Jami'in Shari'a a Bankin Kasuwanci na Ghana daga 1997 zuwa 2002.[13] Ta kuma koyar da aikin ɗan lokaci a dokar kasuwanci a jami'ar daga 1997 zuwa 2003.[14]

Daga 2002 zuwa 2005, Osei ta yi aiki a matsayin babban mai ba da shawara ga Unibank Ghana, sannan daga 2005 zuwa 2011 a matsayin wanda ta kafa kuma jagorar mashawarcin lauyoyin kasuwanci,[13] Babban Lauyan. Ta kasance shugabar Hukumar Ilimi ta Jama'a ta Kasa daga 2011 zuwa 2015.[15] A shekara ta 2015 an nada ta shugabar Hukumar Zabe ta Ghana[16] kuma ita ce ta jagoranci a matsayin Jami'in Dake Neman Zaben Shugaban Kasa da na 'Yan Majalisun Ghana na 2016.[17] A watan Mayun shekarar 2019, Majalisar Dinkin Duniya ta nada Charlotte Osei a matsayin Kwamishinar Zabe ta Kasa da Kasa a Afganistan, wannan ya tabbatar. Dokar Shugaban kasa da Shugaban Afghanistan, Ashraf Ghani ya bayar.[18] A matsayinta na Kwamishinar Zaɓe Mai Ƙuri'a ta ba Hukumar jagora a cikin shirye -shiryen da tsara duk ƙa'idodi da manufofi da suka shafi zaɓe, da goyan baya wajen yanke hukunci a cikin adalci, mai zaman kansa da doka don tabbatar da adalci na zaɓe a duk faɗin zaɓen.

A ranar 28 ga Yuni 2018, an cire Osei bayan kwamitin da Babban Jojin Kasa, Mai Shari’a Sophia Akuffo ya kafa domin binciken korafe -korafe da zargin cin hanci da rashawa da ake yi mata.[19][20] An kafa kwamitin ne bisa tanadin da aka yi a ƙarƙashin sashi na 146 (4) na kundin tsarin mulkin Ghana, shawarwarin kwamitin sun buƙaci a cire Osei saboda rashin da'a kamar yadda doka ta 146 (1) ta kundin tsarin mulkin ta tanada.[21] Shugaban kasar Ghana, Nana Akufo-Addo bisa ga shawarwari da tanade-tanaden sashe na 156 (9) na kundin tsarin mulkin Ghana ya ba da umurnin a sauke ta daga ofis.[22][23] Tsohon Shugaban Hukumar Zabe ya karya dokokin sayayya wajen bayar da kwangila da dama kafin zaben na Ghana na 2016, rahoton da kwamitin da ya binciki ta ya nuna.[24] Osei ta nuna cewa za ta mayar da martani kan zargin da aka yi mata daga baya. Ta jinkirta martanin nata saboda mutuwar kwatsam mataimakin shugaban kasar Ghana, Kwesi Amissah-Arthur.[25] Dalilin korar ta na fuskantar kalubale a Kotun Koli ta Ghana saboda wasu rubuce -rubuce guda biyu da Fafali Nyonator da Abdul Malik Kweku Baako, editan jarida a Ghana suka shigar.[26]
