An haifi Charles Quaker Dokubo a ranar 23 ga watan Maris, 1952, a Abonnema, ƙaramar hukumar Akuku Toru, jihar Ribas.[4]

Dukkanin karatunsa na firamare da sakandare ya gudana ne a garin Abonnema kafin ya tafi Burtaniya da halartar Kwalejin fasaha ta Huddersfield da ke Yammacin Yorkshire don kammala matakinsa na "A".

Bayan ya sami digirin digirgir a fannin tarihi da siyasa na zamani daga jami'ar Teesside da ke Middlesbrough, Dokubo ya ci gaba da samun digiri na biyu a fannin nazarin zaman lafiya da kuma PhD a kan yaɗuwar makaman nukiliya da sarrafa shi daga jami'ar Bradford a shekara ta 1985.

Dokubo Farfesa ne na Bincike a Cibiyar Harkokin Kasa da Kasa ta Najeriya da ke Legas, Najeriya kafin a naɗa shi mai kula da shirin afuwa na shugaban kasa (PAP) a shekarar 2018.[5]

Ya kasance mai kula da rajistar masu kaɗa kuri’a a lokacin zaɓuka na musamman na shekarar 1997 a Laberiya a matsayin memba na kungiyar taimakon fasaha ta kungiyar kasashen yammacin Afirka.[6]


A shekarar 2020 ne shugaban ƙasa Muhammadu Buhari ya amince da dakatar da shi bayan zargin almundahana da dukiyar ƙasa.[7][3]
