Temple shine ɗa ɗaya tilo daga auren na biyu na Sir Richard Temple, 1st Baronet, wanda ya auri Mary Augusta Lindsay a cikin Janairu 1871. An haife shi a Shimla, Indiya, a ranar 20 ga Nuwamba 1871. Ya yi karatu a Makarantar Sedbergh sannan ya shigar da shi Kwalejin Trinity, Cambridge a watan Yuni 1890, amma ya bar bayan ɗan lokaci kaɗan saboda rashin lafiya.[2]

Daga shekarar 1898 ya kasance mai riƙon mukamin jakadanci a Jihar Pará, Brazil, kuma daga 1899 zuwa 1901 mataimakin ƙaramin jakada a Manaus a wannan kasa. Bayan an mayar da shi Arewacin Najeriya a 1901, sai aka naɗa shi CMG don hidimar diflomasiyya a 1909[3] and rose to become Lieutenant-Governor of that region in 1914.[2][4] kuma ya zama Laftanar-Gwamnan yankin a 1914.
