Kagara
Kagara gari ne dake a ƙaramar hukumar Rafi a cikin jihar Neja, dake Najeriya, Kagara na cikin Gundumar Sanatan Neja ta gabas, kuma ita ce mazaunin Masarautar Kagara. Sauran manyan masarautun guda biyu a jihar sune Masarautar Minna da Masarautar Suleja, kowannensu na tsammanin wakilcin siyasa a jihar idan ba a matakin kasa ba. A farkon shekarata 2010 gwamnatin jihar ta kori shugaban ƙaramar hukumar Rafi.[1] sannan ta kafa kwamitin bincike don binciko ayyukan ƙaramar hukumar a lokacin da yake kan karagar mulki.A watan Disambar shekarar 2010, wata Babbar Kotun jahar Minna ta ba da umarnin a mayar da shi bakin aikinsa.

Jami'ar Fasaha ta Tarayyar Minna ce ta gudanar da aikin tantance tasirin muhalli na Hukumar Kula da Kogin Neja da Hukumar Raya Karkara (UNRBDA). An biya kusan N3 biliyan a watan Fabrairun shekarar 2002, lokacin da Ministan Albarkatun Ruwa, Muktar Shagari, ya ba dan kwangilar wa’adin kammala aikin dam din zuwa Disamba na shekarar. A watan Fabrairun shekarar 2004, Karamin Ministan Albarkatun Ruwa, Mista Bashir Ishola Awotorebo ya ziyarci wurin da aka gina madatsar ruwan, kuma sakamakon haka ya kira dan kwangilar da ya yi bayani kan jinkirin da aka samu a aikin. A watan Agustan shekarar 2004, yayin gabatar da famfunan hannu guda 500 daga Gwamnatin Tarayya zuwa ga Gwamnan Neja, Abdulkadir Kure, Mukhtar Shagari ya ce za a iya fuskantar aikin dam din saboda rashin amincewa da kason kasafin kudin. A watan Agustan shekarar 2007, Bala Kuta na All Nigeria Peoples Party, wakilin Majalisar Dokoki ta Kasa, ya yi alkawarin taimaka wa aikin madatsar ruwan.

A watan Fabrairun shekara ta 2004 Ƙaramin Ministan Albarkatun Ruwa, Mista Bashr Ishola Awotorebo ya ziyarci wurin madatsar ruwan, a sakamakon haka ya kira ɗan kwangilar da ya yi bayanin jinkirin aikin. A watan Agustan 2004, yayin da yake gabatar da famfunan hannu guda 500 daga Gwamnatin Tarayya ga Gwamnan Jihar Neja, Abdul-ƙadir Kure, Mukhtar Shagari ya ce aikin dam ɗin zai iya lalacewa saboda rashin amincewa da kasafin kuɗin. A watan Agusta na 2007, Bala Kuta na Jam'iyyar ANPP wakilin Majalisar Dokoki ta Ƙasa, ya yi alƙawarin taimakawa da aikin madatsar ruwan.[6]
