Hukumar Kula da 'Yancin Dan Adam da Adalcin Gudanarwa kungiya ce mai zaman kanta wacce aka dorawa alhakin kiyaye hakkin dan adam da kuma bincikar take hakkin dan adam a kasar Ghana. An kafa shi a cikin shekarar 1993 ta Dokar 456 na Majalisar Dokokin Ghana kamar yadda Mataki na 216 na kundin tsarin mulkin Ghana na 1992 ya ba da umarni. [1]

Tsarin mulkin Ghana na shekarata 1992 ya umurci majalisar dokoki da ta kafa wani kwamiti wanda ke da ikon kasancewa Hukumar Kula da 'Yancin Dan Adam ta Ghana, Ombudsman na Ghana da Ofishin Yaki da Cin Hanci da Rashawa da kuma Ofishin da'a na Ma'aikatan Ghana. An kafa hukumar sosai a cikin 1993 tare da zartar da Dokar CHRAJ, Dokar 456.[2]

Hukumar ya kunshi kwamishina da mataimakan kwamishinoni biyu, wadanda shugaban kasar Ghana ya nada a karkashin doka ta 70 ta kundin tsarin mulkin kasar ta Ghana. Dole ne kwamishinan ya cancanci zama Alkalin Kotun daukaka kara kuma mataimakan dole ne su cancanci zama alkalan Babbar Kotun.[1]

Kwamishina na farko shi ne Emile Short wanda ya yi ritaya a 2010, a 2004 ya ɗauki hutu mara iyaka don yin Adalci a Kotun Majalisar Dinkin Duniya ta Manyan Laifuka ta Ruwanda,[3] mataimakinsa Anna Bossman yayi aiki a matsayin kwamishina na riko ba tare da shi ba.[4] Ya ci gaba da aiki a 2009 kuma ya yi ritaya a 2010.[5][6] Madam Lauretta Lamptey ta gaje shi.[7] A watan Yulin 2012, Shugaba John Atta Mills ya rantsar da Joseph Akanjoluer Whittal a matsayin mataimakin kwamishina.[8] Shugaba Mahama ne ya nada Joseph Whittal don maye gurbin Lauretta Lamptey a 2016.[9]

Kwamitin ya kasance a matsayin mai amsuwa da karbar koke-koke game da yadda ake tafiyar da cibiyoyin gwamnati da kuma samar da mafita. Ya bayyana zai iya yin hakan don ƙungiyoyi masu zaman kansu saboda hanyar da aka rubuta Mataki na 218 (c).
