Asusun Tallafawa Manyan Makarantun Ilimi mai suna TETFUND wani shiri ne da Gwamnatin Tarayyar Najeriya ta kafa a shekara ta 2011, domin rabawa, sarrafa da kuma sanya ido kan harajin ilimi ga manyan makarantun mallakar gwamnati a Najeriya.[1][2]

Akin TETFUND

An kafa tsarin TETFUND azaman samfurin Dokar Harajin Ilimi na shekarar alif 1993. Wannan Dokar ta soke Dokar Harajin Ilimi Cap. E4, Dokokin Tarayyar Najeriya, shekara 2004, da Asusun Harajin Ilimi na 17, 2003 da kuma kafa Asusun Tallafawa Manyan Makarantu da ke da alhakin sanyawa, sarrafawa da rarraba haraji ga manyan makarantun gwamnati a Najeriya. Kafin kafuwar shirin a shekara ta 2011, manyan makarantu mallakar gwamnati ba su da isasshen kudade. An tsara tsarin ne don inganta yadda ake tafiyar da kudaden da aka raba wa wadannan cibiyoyi.[3][4]

Daga shekara ta 1980 zuwa shekara ta 1980s da kuma bayansa, lalacewar duk matakan ilimi ya kasance mai girma. Wuraren sun kusan rugujewa, malamai da malaman tarbiyya sun kasance mafi ƙanƙanta. Ba da damar yanayi don ingantaccen koyarwa da koyo ya kasance babu. Gwamnatin shugaban kasa, Ibrahim Babangida ta lura da gaskiyar lamarin ta dauki matakin damke barakar. A cikin Disambar shekara ta 1990 Gwamnatin Tarayya ta kafa Hukumar Kula da Manyan Makarantu a Najeriya (Hukumar Grey Longe) don sake duba yancin kai bayan Hukumar Lord Ashby ta 1959. Hukumar Longe ta ba da shawarar da a ba da tallafin kudaden manyan makarantu ta hanyar harajin da aka kebe daga kamfanonin da ke aiki a Najeriya. An kafa kwamitin aiwatarwa a karkashin shugabancin Farfesa Olu O. Akinkugbe don aiwatar da shawarwarin rahoton Hukumar Grey Longe kuma an sanya hannu kan wata yarjejeniya tsakanin Gwamnatin Tarayya da ASUU a ranar 3 ga Satumban, shekara ta 1992 kan bayar da kudade na jami'o'i . A cikin watan Janairun shekara ta 1993, an ƙaddamar da Dokar Harajin Ilimi No7 na 1993 tare da wasu ƙa'idodi masu alaƙa da ilimi. Dokar ta sanya harajin kashi 2% kan ribar da ake iya tantancewa na dukkan kamfanoni a Najeriya. Wannan wata mafita ce da aka girka a gida don magance matsalolin kuɗi don sake gyara ababen more rayuwa da suka lalace, dawo da martabar ilimi da aka rasa da amincewa da tsarin tare da ƙarfafa ribar da aka samu; gina iyawar malamai da malamai; ci gaban malamai; haɓaka ƙirar samfuri; da dai sauransu. Dokar Harajin Ilimi na No7 na shekara ta 1993 ta umurci Asusun yin aiki a matsayin Asusun shiga tsakani ga duk matakan ilimin jama'a (Tarayya, Jiha da na gida). An yi watsi da wannan wa'adin da aminci tsakanin 1999 zuwa watan Mayun shekara ta 2011 lokacin da aka soke dokar ET kuma aka maye gurbinta da Dokar Asusun Tallafawa Manyan Makarantu, saboda gazawa da kalubale wajen gudanar da Asusun Amincewar Ilimi. Waɗannan gazawa da ƙalubale sun haɗa da:

  • ETF ya yi nauyi da yawa kuma yana iya ba da tallafi kawai ga duk matakan cibiyoyin ilimi na jama'a a Najeriya;
  • Kwafi na ayyuka da umarni na wasu Hukumomin da aka kafa bayan ETF, kamar Universal Basic Education (UBE) da Manufofin Ci gaban Ƙarni (MDGs);
  • Lalacewar, ruɓe da ɓarna al'amurran da suka shafi kayan aiki a cikin manyan makarantun sun ci gaba da yin haushi yayin da ake ba da kuɗi kaɗan.

Kafa Asusun Ilimin Manyan Makarantu

An kafa Asusun Amintaccen Ilimi na Manyan Makarantu a matsayin Asusun Amintaccen Ilimi (ETF) ta Dokar No 7 na 1993 kamar yadda Dokar No 40 ta 1998 ta gyara (yanzu an soke kuma an maye gurbinsu da Dokar Asusun Amincewar Manyan Ilimi ta 2011). Wata hukuma ce da aka kafa don ba da ƙarin tallafi ga kowane matakin manyan makarantun gwamnati tare da babban manufar yin amfani da kuɗi tare da gudanar da ayyuka don gyarawa, maidowa da ƙarfafa ilimin manyan makarantu a Najeriya. Babban hanyar samun kudin shiga ga Asusun shine kashi biyu na harajin ilimi da ake biya daga ribar da ake iya tantancewa na kamfanonin da suka yi rajista a Najeriya. Ma'aikatar Harajin Cikin Gida ta Tarayya (FIRS) ta tantance tana karɓar haraji a madadin Asusun. Ana fitar da kudaden ne don inganta ilimi gabaɗaya a makarantun tarayya da na jahohi musamman don samarwa ko kula da:

  • Muhimman kayan aikin jiki don koyarwa da koyo;
  • Kayan aiki da kayan aiki;
  • Bincike da wallafe-wallafe;
  • horar da ma'aikatan ilimi da haɓakawa, da;
  • Duk wata bukata wacce, a ra'ayin Hukumar Amintattu, tana da mahimmanci kuma tana da mahimmanci don haɓakawa da kiyaye ƙa'idodi a manyan cibiyoyin ilimi..[5]

Kwamitin mambobi goma sha daya ne ke tafiyar da asusun tare da wakilai daga shiyyoyin siyasar kasar nan shida da kuma wakilan ma’aikatar ilimi ta tarayya da ma’aikatar kudi ta tarayya da kuma hukumar tara haraji ta kasa . Hukumar tana da ayyuka masu zuwa kamar yadda aka bayyana a cikin dokar:

  • Kulawa da tabbatar da tattara Haraji ta Ma'aikatar Harajin Cikin Gida ta Tarayya da tabbatar da canja wuri zuwa Asusun;
  • Sarrafa da rarraba Harajin;
  • Haɗa kai da ma'aikatu da hukumomin da suka dace waɗanda ke da alhakin tattarawa ko kiyaye Harajin lafiya;
  • Karɓi buƙatun kuma yarda da ayyukan tebur bayan la'akari da kyau;
  • Hakuri da bayar da kudade ga manyan makarantun gwamnati a Najeriya;
  • Saka idanu da kimanta aiwatar da ayyukan;
  • Zuba jari a cikin abubuwan da suka dace kuma masu aminci;
  • Sabunta Gwamnatin Tarayya kan ayyukanta da ci gabanta ta hanyar rahotannin tantancewa na shekara-shekara a tsakanin jihohin tarayya idan har ana sa baki akai-akai;
  • Yi bitar ci gaba da ba da shawarar ingantawa cikin tanade-tanaden Dokar;
  • Yi irin waɗannan abubuwan da suka zama dole ko kuma suka dace da manufar Asusun a ƙarƙashin waɗannan Dokokin ko kuma waɗanda Gwamnatin Tarayya za ta iya ba su;
  • Yi duk wani ƙa'idodin ƙa'ida, daga lokaci zuwa lokaci, ga duk waɗanda suka ci gajiyar kuɗin kuɗi daga Asusun akan amfani da kuɗin da aka karɓa daga Asusun;
  • Gabaɗaya don tsara gudanarwa, aikace-aikace da fitar da kudade daga Asusun a ƙarƙashin wannan Dokar.

Kwamitin Amintattu zai gudanar da gudanarwa, gudanarwa da kuma fitar da harajin da wannan doka ta sanya a kan:

  1. Bayar da kuɗin duk manyan makarantun gwamnati
  2. Daidaito tsakanin shiyyoyin geo-siyasa guda shida na Tarayya idan aka shiga tsakani na musamman
  3. Daidaito tsakanin jihohin tarayya idan ana sa baki akai-akai
  • Rarraba za ta kasance a kan rabon 2:1:1 tsakanin Jami'o'i, Polytechnics da College of Education.
  • BOT za ta sami ikon yin la'akari da abubuwan da suka dace na kowane yanki na siyasa a cikin bayarwa da sarrafa harajin da wannan doka ta sanya a tsakanin matakan ilimi daban-daban.
